    KPMG Report: Improving Health Outcomes

This report contributes to the debate around future healthcare funding. It explores options for increasing the number of people covered by employer-subsidised health insurance, applying some of the knowledge from Kiwisaver, including formalising an employer contribution within a ‘Kiwihealth’ framework using the present system of health insurance providers.

    ABOUT HFANZ

The Health Funds Association of New Zealand Inc (HFANZ) is the industry body representing health insurers within New Zealand.  HFANZ was set up in 1989 and incorporated in 1995 under the Incorporated Societies Act.

Members of HFANZ include friendly societies, mutual, public companies and their subsidiaries.  Membership is voluntary, with HFANZ membership comprising eight health insurers, who together account for over 80% of health insurance policies in force in New Zealand.

We believe that the private system has a key role to play in a well-balanced health system that can respond to changes in demographics and technology. The Association's objectives are:

    • To generally promote the interests of the health insurance and integrated health care industry

    • To encourage high standards of ethics and conduct by the industry and to administer and review the industry's code

    • To develop industry policy, guidance notes, and/or standards where appropriate

    • To be a highly effective advocate with Government and other interest groups concerning the health insurance and integrated health care industry

    • To prevent the unplanned shifting of costs from the public health sector to the private health sector.

HFANZ has a Board, which is responsible for carrying out the objectives and powers of the Association.  Members of the Board are elected at the AGM in May, with the Chair elected at the first meeting of the Board following the AGM.

The Association employs a Chief Executive, with responsibility for all operational aspects of the Association.
